Complete guide to Yu-Gi-Oh! Goat Format game mechanics and rulings

Goat Format uses the Yu-Gi-Oh! TCG rules as they existed in April 2005. This guide covers the core game mechanics, priority system, and common rulings specific to this format. Understanding these rules is essential for competitive play on Goat World.

Basic Game Setup

Turn Structure

Draw Phase

Draw 1 card from your deck. The first player on their first turn skips this phase. Standby Phase effects that trigger at the start of the turn activate here.

Standby Phase

Mandatory and optional effects that activate during the Standby Phase resolve here. This includes maintenance costs (e.g., Imperial Order) and triggered effects (e.g., Sangan, Witch of the Black Forest).

โš ๏ธ Best Practice: Always signal โ€œOKโ€ or ask your opponent if they want to activate anything during the Standby Phase. Cards like Raigeki Break, Trap Dustshoot, and continuous effects from Snatch Steal and Nightmare Wheel activate here.

Main Phase 1

You may: Normal Summon/Set 1 monster, change battle positions, activate Spell/Trap cards, Set Spell/Trap cards, and activate monster effects. You cannot attack during this phase.

Battle Phase

Declare attacks with your monsters. Each monster can attack once per turn. The Battle Phase has substeps: Start Step, Battle Step, Damage Step, and End Step. You may skip this phase.

๐Ÿ’ก Tip: With cards like Injection Fairy Lily, always ask your opponent if they want to activate anything before paying Life Points and activating the effect. This prevents disputes about timing and priority.

Main Phase 2

Same as Main Phase 1. Only available if you conducted your Battle Phase. You can Set additional Spell/Trap cards, activate effects, or make plays post-combat.

End Phase

End-of-turn effects activate here. Discard down to 6 cards if you have more. Once both players pass, the turn ends and the opponent's turn begins.

โš ๏ธ Remember: Return Spirit monsters (like Tsukuyomi) to your hand during the End Phase before checking your hand size. Make sure you have exactly 6 cards or fewer after returning Spirit monsters.

Priority System (April 2005 Rules)

Priority is a crucial concept in Goat Format that determines who can activate effects first. The Turn Player always has priority at the start of each phase/step.

โœ“ Turn Player Priority

At the start of any phase or after a chain resolves, the Turn Player has priority to activate a Spell Speed 2+ effect. They can activate an Ignition Effect with their priority after successfully Normal Summoning a monster.

โœ“ Summon Priority Examples

Ignition Effects: After Normal Summoning Tribe-Infecting Virus, you have priority to activate its effect before your opponent can respond with Torrential Tribute.

Trigger Effects: If you summon Breaker the Magical Warrior, his effect to place a Spell Counter is mandatory and uses the chain before your opponent can respond.

The Turn Player can retain priority to activate Quick Effects (Spell Speed 2+) in response to their own action. For example, after summoning a monster, you can activate Mystical Space Typhoon or Mystical Wok before your opponent responds. You must clearly indicate you're retaining priority.

โœ“ Passing Priority

If the Turn Player does not wish to activate an effect, they pass priority to the opponent. Once both players pass priority consecutively without activating anything, the game advances to the next phase/step.

Important Goat Format Rulings

๐Ÿ”„ Chaos Monsters

Black Luster Soldier - Envoy of the Beginning: When you use its effect to remove a monster from play, BLS cannot attack that turn. If BLS attacks, it cannot use its effect that turn.

Chaos Sorcerer: Similar to BLS, if Chaos Sorcerer uses its effect to banish a monster, it cannot attack that turn and vice versa.

Monsters can change their battle position once per turn, but only during your Main Phase. You cannot manually change the position of a monster that was Summoned or Set this turn.

Exception: Effects like Enemy Controller or Book of Moon can change positions regardless of when the monster was summoned.

When an effect targets, the target(s) must be declared when the effect is activated. If the target is no longer valid when the effect resolves, the effect fails. Cards like Book of Moon can โ€œflipโ€ targets to make them invalid.
